Status-quo and Suggestions of Laws and Regulations Protecting Water Source in the Middle Route of the South-to-North Water Transfer Project

Abstract: Laws and regulations for water quality protection plays a critical role in the protection and management of water source in the Middle Route of the South-to-North Water Transfer Project. We analyze the status-quo, the applicability, and some defects of existing laws and regulations in terms of management system, division of protection zone and protection measures, water source monitoring and early-warning system, emergency management, eco-compensation, environmental information sharing, public participation, legal responsibility and environmental protection funds. On this basis, we put forward some improvement suggestions in the light of the demand and the successful foreign experiences in drinking water source protection legislations.
