生态水保工程在油气管道建设中的管理技术创新

摘要: 油气管道建设过程中,山区管道沿线山势险峻、地形复杂多变,致使管道建设面临前所未有的挑战,为保护管道沿线生态环境和管道运行安全,做好油气管道水土保持工作至关重要。通过生态水保工程管理技术创新,建立水土保持综合防治体系,创新采用“七统一”方法进行生态水保工程全过程控制,按照“统一标准、统一设计、统一管理、统一施工、统一监测、统一资料、统一验收”方法加强水保工程的质量监督,建设好生态水保工程,使沿线环境指标处于合理状态,并取得了良好的经济效益、社会效益及建设成果,从而对保护管道生态环境发挥了重要作用。

Abstract: Oil and gas pipeline construction in mountain areas is faced with unprecedented challenges owing to the precipitous and complicated landform. Soil and water conservation along the pipeline is crucial for the eco-environment and the pipeline safety. Taking the project of gas transfer from Sichuan Province to  east China as an object, the authors made innovations on the management of soil and water conservation projects by establishing a comprehensive prevention and controlling system which is featured with uniform standards, unified design,  integrated management and monitoring, centralized data and integrated appraisal and approval for the conservation projects. The result proved that inspection of the conservation project quality is improved, the environmental indices along the pipeline are rationalized, and good economic benefit and social benefit are achieved.
