Practice of HSE Management System in HD Project

Abstract: HD project is China’s first large-scale underground cavern group for water-seal oil storage. It is crisscrossed with caverns and is excavated with multi-layer drilling and blasting which gave rise to many risks during the construction. A management system integrating health, safety and environment (HSE) was build for the construction of HD project. Fuzzy analytic hierarchy process (AHP) was employed to quantitatively calculate the weight of each risk element, and the construction risk was divided into four grades. Fault and fracture zone and other surrounding rock with poor stability were determined as the focus of monitoring for HSE management. This research is a reference for similar underground constructions.
