Abstract: To strengthen the supervision on sand-excavation of licensed dredge, we proposed a moderate cost and practical monitoring terminal device installed on licensed dredge. The terminal device is capable of monitoring with  functions of fixed-point, fixed-time, and fixed-power as well as wireless transmission of sand amount. We presented the research and development of this device in terms of microcontroller, GPS function circuit, flow monitoring circuit, GPS module, and low power consumption design. The terminal device supports  data storage and forwarding which improve the reliability of wireless transmission, and the low power consumption design guarantees the stability of the hardware platform.

Key words: sand-excavation management, ultrasonic flow meter, GPS module, GPRS module, low power consumption
