Abstract: Approving the water license is an important step in the implementation course of water drawing permitted system．It is an inevitable trend that the water drawing permitted examination and approval system is based on information system．By analyzing its flow chart，the examination and approva l systems structure of water drawing permitted work based on Web and GIS was studied. Through analyzing the practicality of Yangtze River, Yangtze River Basin Water Drawing Permitted System was designed and developed.
