Abstract: In combination with the characters of rockfill dam construction, such as tight construction period, different kind of materials filled in every dam zone, high material transport intensity, the function needs and design principles of rockfill dam construction regulation and simulation system are defined. The design principle of integrating information management with optimization allocation and visualization simulation are presented. And the main content and implementing methods are discussed systematically. The software related has been developed. 
