摘要:  从解决消能防护问题的一般途径出发,系统论述了消能防护设计准则的提法,得出了以流态控制标准和防护条件作为制定各种消能形式的设计准则合理可行的结论,并针对高坝下游水垫塘内特殊的流态结构,从流态控制和板块受力条件出发,初步建立了水垫塘消能防护设计准则,提出放弃最大允许冲击压差的可能性。

Abstract: Several key points on design criterion of energy dissipation and scour prevention are systematically represented in accordance with general approaches for solving energy dissipation problems downstream release structures. The design criteria using flow-pattern as control standard and protection conditions for various energy dissipation structures are rational and feasible. And aiming at the special flow-pattern structures in water cushion pool downstream high dam, the design criteria on energy dissipation and scour prevention are preliminary established according to flow pattern control and the forces acting upon bottom plate. The possibility to abolish maximum allowance strike pressure-difference in design criterion is proposed.
