摘要: 首先给出省界缓冲区的定义,然后基于层次分析的基本原理,构建省界缓冲区水资源保护方案的指标体系,运用 AHP (层次分析法)确定各个评价指标的权重,对我国省界缓冲区水资源保护方案进行综合评价。分析结果显示污染者付费实施方案力度最为到位,水质污染后修复实施方案最不到位。

Abstract: First of all, this paper gives the definition of a provincial boundary buffering area, then according to the principle of AHP(analytical hierachy process), establishes a water resources protection program index system of the provincial boundary buffering area, determines the weight of each index by AHP, and, at last, makes an integrated assessment for water resources protection program of provincial boundary buffering area in our country. The analysis result shows that the program of the polluter pay is most in place, and the program of repairs after water pollution is most out of place, and finally gives a relevant advice on the program out of place.
