Abstract: Huangdao project is China’s first large underground water-sealed cavern for national oil reserve. We analyzed the surrounding rock classification and in-situ stress in the presence of water seal. On this basis,we elaborated on the innovative technologies of water curtain construction, drilling, blasting, fine excavation and support, the ventilation and risk assessment, the emergency response and rescue, and carried out tests and numerical simulation to validate the effects.

Key words: national petroleum reserve, large underground water sealed cavern, water curtain system, drilling and blasting excavation, emergency plan
