With the gradual perfection of game theory, its application becomes wider and wider, and , at present, the theory has been applied to resolve the problem of selecting strategy of water saving of urban consumer groups. The study result show, through analysis on the water price of urban and the “ spirit income ” of urban consumer groups, that ： if a government raises water price, only a part of people will take the strategy of water saving ； if the government take the strategy of both raising water price and improving “ spirit income ” , all the water users will take the strategy of water saving. So this tactics can realize the target of water saving in urban consumer groups.
