The biomass energy power plant is an important type of developing construction projects at present. This paper firstly analyzes the characteristic of biomass energy power plant, then points out several important features of this project relating to soil and water conservation. On the basis of these features, much attention should be paid to some key problems in working out soilwater conservation program, including overall planning on the excavating volume balance of earth and rock, comprehensive utilization of clinker, unified planning of the afforestion measure in project and landscape gardening in factory zone and so on.
