Abstract: The article represents the development of the soil and water conservation plan of basic development construction implemented for more than 10 yesrs, a series of soil and water conservation laws and regulations designed by the country, the quantity of the compiled rate, the region and the profession distribution situation on soil and water conservation plan of large scale development construction approved by Ministry of Water Resources, analyses the inspection states in the implementation process and cost effectiveness of those plans, and provides the technical support for rationally making laws and regulations related to soil and water conservation plan of basic development construction project, as well as the macroeconomic regulations and control policies.
