Abstract: On the basis of the investigation and analysis on the social, economical and water resources use statuses of the central area of Yunnan Province in the past years, the paper studies the growth law of the water resources use, finds the existing problems and analyses the potential in water saving. In combination with the local status and the related national water conservation standard and regulation, a water conservation index system is established by using a forecasting model, in which the consulating advices of related experts and the advanced water saving technologies are considered. This index system can forecast the social and economical development in the programmed region and its demand of water resources, define the control target of water use amount of every programming year, and evalute water saving amount and water saving investment. At last, the paper gives an integrated evalution on the the water saving status and its growth direction in the central area of Yunnan Province.
