Abstract: The importance of water quota in water resources management and its development process are presented. Some main problems on water quota system in China, including calculating methods,management mechanism and framework, are analyzed. At last, the guide principles of establishing water quota and the integrated management mechanism of a river basin and local areas on water quota are put forward.
