Abstract

The operation sequence of flood storage zones involves many qualitative and quantitative indexes. It belongs to a kind of semi - structure decision - making problem. An evaluation index system is established and theweight of each index calculated. A judgment matrix is found by using GIS technology and the analytic hierarchy process. And an illustration is given in the paper. This method provides a theoretic basis for evaluating the operation sequence of flood detention zones. 
