Design and Development of Management Information System for Water Project Construction

Abstract: The construction of water conservancy project is featured with big investment,many participants,high-quality requirement,uneven personnel quality,and lack of awareness on standard execution,which pose great challenge on the supervision and management of construction. On the basis of technical standards and regulations issued by the Ministry of Water Resources,a construction management information system for water resource project (CMIS-WR) is designed and set up with the aid of modern information technology to regularize the construction management. The functional demands including user classification,user authority,and business flow are analyzed. The objective,structure,major functions,and key technologies are also presented in full details. Furthermore,the auxiliary and water-saving project of Zhanghe irrigation area in Hubei is taken as a case study to validate the system performance. The tendering and bidding,and project commencement approval are considered in the validation. Results suggest that with this system,business flow and information of the working process can be standardized,management transparency is improved,and construction timing as well as fundamental documents for supervision and subsequent investigation are guaranteed.
