Multi-stakeholder Collaborative Governance of Floating Debris in Danjiangkou Reservoir Based on SFIC Model

Multi-stakeholder Collaborative Governance of Floating Debris in Danjiangkou Reservoir Based on SFIC Model
[Objective] To ensure the safety of water supply and water quality for the South-to-North Water Diversion Project, this paper explores the collaborative governance mechanism for floating debris in the Danjiangkou Reservoir and clarifies the key points for enhancing the effectiveness of collaborative governance, thereby promoting the sustainable development of the ecological environment in the reservoir area. [Methods] First, based on the SFIC model and the characteristics of floating debris management in the Danjiangkou Reservoir, factors that influenced collaborative governance were identified. Second, structural equation modeling (SEM) was used to analyze the relationships among the influencing factors. Finally, system dynamics (SD) dynamic simulation was employed to analyze the trend of collaborative governance effectiveness and conduct sensitivity analysis. [Results] (1) SEM analysis results showed that starting conditions, facilitative leadership, and institutional design not only had a direct positive impact on collaborative governance effectiveness but also exerted indirect positive effects through collaborative processes. The order of impact of these factors on collaborative governance effectiveness was: collaborative process > institutional design > facilitative leadership > starting conditions. (2) System dynamics simulation results indicated that the effectiveness of collaborative governance first rose rapidly, then its growth rate slowed, and it finally gradually stabilized, with scores stabilizing between 4.7 and 4.8 (on a scale in which 5 represented the ideal state of collaborative governance effectiveness), which was close to the ideal level. This suggested that floating debris management in the reservoir area was likely to complete the nationally prescribed governance tasks within the planning period. (3) Sensitivity analysis results showed that collaborative governance effectiveness was most sensitive to changes in the collaborative process, followed by institutional design and facilitative leadership, with starting conditions being relatively weak. This finding was consistent with SEM conclusions. Additionally, the sensitivity analysis of items within each factor provided detailed guidance for formulating specific governance strategies. [Conclusion] Based on the above research findings, this paper proposes the “1+3” coordinated governance implementation pathway, which focuses on improving the collaborative process as the core approach, while simultaneously optimizing institutional design, strengthening facilitative leadership, and consolidating starting conditions through three complementary measures. This governance pathway aims to comprehensively improve the effectiveness of multi-stakeholder collaborative governance of floating debris in the Danjiangkou Reservoir and provides a theoretical basis and reference for research on multi-stakeholder collaborative governance in related fields.

丹江口水库是南水北调中线工程水源地。通水以来,工程持续安全平稳运行。然而,由于丹江口水库面积大,范围广,涉及陕西、河南和湖北省3省,在水源地保护和管理方面仍存在亟需解决的问题,包括:①水库管理薄弱,如水库管理设施缺乏、水库保护和管理经费尚无渠道落实、消落区管理难度大等;②部分入库支流水质难以达标及入库支流总氮负荷高,如2017—2018年神定河和泗河入库断面水质仍为Ⅴ类甚至劣Ⅴ类,入库支流总氮浓度在2~10 mg/L之间;③中线水源地保护和管理的体制和机制仍未明确,相关法律法规尚不健全。针对水源地保护和管理中存在的突出问题,提出建设必要的水库管理设施和核增水库保护和管理经费,规范消落区的保护和利用模式,明确入库支流水质改善和提升监督管理办法及总氮负荷削减措施,以及尽快制定并颁布《南水北调中线水源地保护与管理条例》等相关法规。

Danjiangkou Reservoir is the water source for the Middle Route of South-to-North Water Transfer Project. The project has been running safely and steadily since it was put into operation. However, due to the large area and wide scope of Danjiangkou Reservoir’s water source area, which involves Shaanxi, Henan and Hubei provinces, there are still some urgent management problems needed to be solved. Such problems include:(1)Management of the reservoir is weak. For example, management facilities are insufficient, funding for the protection and management lacks regular implementation, and difficulties for management of large-scale fluctuation zones after dam heightening and periodic dispatching are still challenging. (2) Water quality of some tributaries still has not reached standards and the loads of total nitrogen from tributaries are as high as 2~10 mg/L. For instance,the Shending River and Sihe River were polluted seriously, and the water quality ranked class-Ⅴ or even inferior class-Ⅴ from 2017 to 2018. (3) The system and mechanism for reservoir protection and management are still unclear, and the relevant laws and regulations are unsatisfactory. To tackle these prominent problems, we propose to build necessary management facilities, increase protection and management funding. We also put forward the standardized protection and utilization mode of water-level-fluctuation zone, clarify the supervision and management measures for water quality improvement for tributaries, and give some measures for reducing the total nitrogen load. We recommend to formulate and promulgate relevant laws and regulations, such as the <em>Protection and Management Regulations for the Water Source Areas of the Middle Route of South-to-North Water Transfer Project </em>as soon as possible.

目前水库不同土地利用类型消落带土壤中的微塑料赋存特征尚不清楚。通过考察丹江口水库消落带3种不同土地利用类型(裸地、林地和耕地),对土壤中微塑料污染现状进行了调查。结果显示:丹江口水库消落带裸地、林地和耕地土壤中微塑料的平均丰度分别为985±333、798±143、625±175 n/kg,主要聚合物类型为聚乙烯(PE)、聚丙烯(PP)和聚苯乙烯(PS),分别占比44.0%、27.2%和11.1%;其中超过75%的微塑料为纤维状,且大约39.5%的微塑料粒径范围分布在50~500 μm之间,为主要的粒径范围;丹江口水库消落带土壤中微塑料颜色以蓝色为主,消落带不同土地利用类型土壤中微塑料丰度存在显著差异性,呈现裸地>林地>耕地的趋势。研究成果对开展水库消落带微塑料污染控制、保障水库水质安全具有重要的科学意义。

汉江流域水草漂浮物多发,影响水生态环境、发电、航运、供水等,故对碾盘山水电站拦导漂排设计方案进行了比选研究。当前水电站工程漂浮物治理多依靠人力与船只机械清理,存在安全、失控、低效等诸多问题,不利于工程发挥长期稳定效果。根据汉江漂浮物特征及碾盘山枢纽运行特点,经对设计方案结构荷载和安全稳定分析,运用已开发的水力一体拦导漂浮排技术装备和实用成果,在电站引水渠布置水力一体拦导漂排,将漂浮物引导至泄水闸适时开闸排向下游。该方案有利于充分发挥电站发电效益,保障工程安全运行。水力一体治漂适应漂浮物规律,系列技术适应各类工程综合治漂,解决工程治漂短板。

Over the past few decades, a new form of governance has emerged to replace adversarial and managerial modes of policy making and implementation. Collaborative governance, as it has come to be known, brings public and private stakeholders together in collective forums with public agencies to engage in consensus-oriented decision making. In this article, we conduct a meta-analytical study of the existing literature on collaborative governance with the goal of elaborating a contingency model of collaborative governance. After reviewing 137 cases of collaborative governance across a range of policy sectors, we identify critical variables that will influence whether or not this mode of governance will produce successful collaboration. These variables include the prior history of conflict or cooperation, the incentives for stakeholders to participate, power and resources imbalances, leadership, and institutional design. We also identify a series of factors that are crucial within the collaborative process itself. These factors include face-to-face dialogue, trust building, and the development of commitment and shared understanding. We found that a virtuous cycle of collaboration tends to develop when collaborative forums focus on “small wins” that deepen trust, commitment, and shared understanding. The article concludes with a discussion of the implications of our contingency model for practitioners and for future research on collaborative governance.

The statistical tests used in the analysis of structural equation models with unobservable variables and measurement error are examined. A drawback of the commonly applied chi square test, in addition to the known problems related to sample size and power, is that it may indicate an increasing correspondence between the hypothesized model and the observed data as both the measurement properties and the relationship between constructs decline. Further, and contrary to common assertion, the risk of making a Type II error can be substantial even when the sample size is large. Moreover, the present testing methods are unable to assess a model's explanatory power. To overcome these problems, the authors develop and apply a testing system based on measures of shared variance within the structural model, measurement model, and overall model.

为了深入探究水库移民社会稳定风险的演化过程及其演化特征,提高政府各项管理决策的科学性。首先从风险感知视角出发,建立水库移民社会稳定风险传导链与包含经济、政府管理、生活环境和社交的4个一级指标及15项二级指标的风险指标体系;然后基于已建立的风险传导链定性分析风险因素间的因果关系;最后构造水库移民社会稳定风险的系统动力学(SD)演化模型,运用ANP确定各指标基础权重,并结合算例进行风险演化仿真模拟。结果表明:随着资金的投入与政府安抚措施的实施,社会稳定风险值呈现出先快速上升后快速下降最终趋于平缓的总体趋势,其具体特征表现为:第1年至第3年期间的风险量快速累积,在短时间内上涨到峰值,第3年至第6年期间风险值由于各项政策的介入快速下降并于第6年开始风险值逐渐趋于平缓,并保持缓慢下降。

In order to deeply explore the evolutionary process and characteristics of social stability risk of reservoir resettlement, and improve the scientific nature of government management decisions, Firstly, the risk transmission chain of reservoir resettlement social stability and the risk indicator system including 4 primary indicators and 15 secondary indicators of economy, government management, living environment and social interaction are established from the perspective of risk perception. Then, based on the established risk transmission chain, the causal relationship between risk factors is qualitatively analyzed. Finally, the system dynamics (SD) evolution model of reservoir resettlement social stability risk is constructed, and the ANP is used to determine the basic weight of each index, and the risk evolution simulation is carried out with an example. The results show that with the investment of funds and the implementation of the government’s pacification measures, the risk value of social stability shows a general trend of rapid increase first, then a rapid decrease, and finally tends to be flat. Its specific characteristics are as follows: the risk amount in the first to third years accumulates rapidly, and rises to the peak in a short time. The risk value in the third to sixth years decreases rapidly due to the intervention of various policies, and the risk value gradually tends to be flat in the sixth year, and keep it descending slowly. |
