摘要: 长江干支流控制性水库群综合调度是实现流域水资源综合效益最优化的重要基础,也是实现健康长江治江策略的重要手段。针对水库综合调度中的协调问题,梳理了水库群综合调度利益主体,分析了水库群综合调度协调中的制约因素,从决策层、技术层和执行层3个层面初步探讨水库群综合调度的协调框架。

Abstract: The integrated dispatching of large cascade reservoir groups on Yangtze River serves as the foundation of an optimal comprehensive benefit from basin water resources, and is also an important means to materialize the healthy Yangtze River strategy. To coordinate among the reservoirs, the main beneficial organizations  of the integrated dispatching were analyzed, and the restricting factors in the coordination were pointed out. A simple coordination frame comprising  decision-making, technology, and implementation was proposed for the integrated dispatching of large cascade reservoirs on Yangtze River.
