摘要

针对传统水政监察执法手段的不足及存在的弊端,以三峡库区万州段为例,以2002年和2006年航空影像为主要数据源,运用遥感变化检测技术,检测出研究区的新增建筑和水面线等变化信息;同时运用地理信息系统、全球定位系统等技术手段,提供空间信息查询和定位导航,为水行政监察执法提供依据,开创了空间信息技术一个新的应用领域。

Abstract

The traditional supervision and law enforcement of water administration have become less effective, remote sensing technology was applied to detect the changes such as new buildings and water surface profile obtained from aerial remote sensing images , in WanZhou stretch of the Three Gorges Reservoir Area in 2002 and 2006. Meanwhile, with the help of Geographic Information System and Global Positioning System, the spatial information reference system and positioning system can further be applied to provide a basis for supervision and law enforcement of water administration, which has created a new practical application of spatial information technology.
