介绍了开发建设项目水土保持方案实施10多年来，国家制定和完善的一系列开发建设项目水土保持法律、法规，以及水利部累计批复和委托批复的大型开发建设项目水土保持方案数量、编报率、区域与行业分布情况，分析了开发建设项目水土保持方案实施过程中监督、检查情况和取得的效益，为国家制订开发建设工程水土保持相关法律、法规及宏观调控政策提供技术支撑。

The article represents the development of the soil and water conservation plan of basic development construction implemented for more than 10 yesrs, a series of soil and water conservation laws and regulations designed by the country, the quantity of the compiled rate, the region and the profession distribution situation on soil and water conservation plan of large scale development construction approved by Ministry of Water Resources, analyses the inspection states in the implementation process and cost effectiveness of those plans, and provides the technical support for rationally making laws and regulations related to soil and water conservation plan of basic development construction project, as well as the macroeconomic regulations and control policies.
