山洪灾害防治区划是掌握山洪灾害区域特征，因地制宜采取山洪灾害防治对策的基础。以陕西为例，探讨了省级山洪灾害防治区划的具体过程。根据陕西省山洪灾害发育条件和自然经济社会特征的区域分异规律，综合降雨区划、地形地质区划和经济社会区划等部门区划成果，采用“自上而下”和“自下而上”相结合的区划方法，按照两级分类系统，进行了陕西省山洪灾害防治区划。实践表明，该研究为省级山洪灾害防治区划提供了示范参考。

A mountain torrent disasters prevention regionalization is the basis of preventing mountain torrents disaster. This article selected Shaanxi Province as an example to discuss the whole of dividing provincial torrent disaster prevention region. According to certain regionalization rules, in consideration of the different features of nature and society in Shaanxi Province, the Shaanxi Province mountain torrent disaster regionalization was completed by integrating the production of rainfall, terrain and economic regionalizations and adopting “from above to bottom” and “from bottom to above” regionalization methods. This progress result provided a reference to provincial mountain torrents disaster prevention programming regionalization.
