长江水库群联合调度可能性分析

摘要: 由于长江大型水库建设步伐加快和流域经济社会的发展,迫切需要进行水库群联合调度,解决防洪、兴利和生态等问题。根据长江大型水库建设情况及水库特性,预测未来10年水库群库容规模,分别从防洪、兴利和生态等方面分析可调度能力、存在的问题。分析表明:虽然长江流域水库数量多,但由于长江水量大,可直接用于流域性调节的库容仍然有限,从调度可能性和运行机制等方面来看,目前比较有效的联合调度主要在防汛和应急调水方面,而解决生态、大面积的干旱和压咸等问题尚处在探索阶段,要解决流域范围内的抗旱、生态、河口压咸等问题必须采取包括水库联合调度在内的综合措施。

Abstract: In consideration of a lot of large reservoirs being constructed and fast economic and social development demands in the Changjiang River basin, the united regulation of a group of reservoirs must be adopted so as to control flood, to develop economy and to conserve ecological balance. In this paper according to the conditions of large reservoir construction and their features, the capacities of large reservoirs in future 10 years are forecasted, and from the aspects of flood control, benefit in water resources and so on, the ability of reservoir regulation and existing problems are respectively analyzed. The analytic result shows that though there are a number of constructed reservoirs, the reservoirs water capacity that can be directly employed to regulate is still finite due to a large quantity of water in the Changjiang River. From the point of view of regulating capacity and running mechanism, the united regulation can be effectually applied to flood control and emergency diversion. The reservoir regulation for ecology, drought in large area and mitigating sea water invading in estuary is only in the exploring stage. To solve the problems of drought, ecology and sea water invading, etc., integrate measures include reservoir regulation must be used.
