摘要

金沙江奔子栏阿海河段开发是金沙江流域开发的重要组成部分,可充分利用水量丰沛的水能资源,为该区域乃至全国经济发展提供可靠的能源保障。但由于河段开发涉及对虎跳峡、长江第一湾自然景观等的影响,土地淹没和移民等问题,引起社会各界的高度关注。根据河段多种开发方案对虎跳峡河段和奔子栏镇的影响,确定3种代表性的开发方案。根据流域生态环境现状和相关作用因素的比较分析,确定重要与敏感的生态和环境影响因素,并主要从河段开发对社会经济、土地淹没、移民、自然景观、文物古迹和水生生物等方面的影响进行分析,得出3种开发方案中以低坝方案较优。以期为可行性研究阶段的环境影响评价提供科学依据。

Abstract

Benzilan Ahai reach exploitation is an important part of the exploitation of Jinsha River basin. If the abundant hydropower resource is exploited, it will provide reliable power for the development of the district, even for our whole country. The exploitation has become the focus of attention, for it will destroy the natural landscape of the Hutiao Gorge and the first bend of the Yangtze River etc., and cause some problems such as submerged land and migration etc.. On the basis of the impact of the exploitation on the ecology and environment of the Hutiao Gorge and the Benzilan Town, three representative exploitation programs are put forward, namely, high dam program, low dam program and no dam program. Through comparison and analysis of the exploitations influence on? eco environmental conditions and their interrelated factors, the main influence factors are presented, including society and economy, the submerged land, immigrants, natural sight, cultural relics and historic sites, and the aquatic biology. The results show that the low dam program is the best one. The research results can provide scientific foundation for environmental impact assessment in the feasible research period.
