Abstract: Knowledge engineering is introduced into flood control operation and expert system of flood control operation developed. In the expert system, the knowledge of experts is put in the form computers can manipulate and the fuzzy rational mechanism set up. So the system can solve both structured and non -  structured problems. The paper introduces the system structure. The knowledge representative methods and rational mechanism are designed in detail.
