摘要: 对国内外入河排污口管理的研究进展进行了调研,将研究成果按照法规政策、模型技术、监测管理指标和监测管理技术4个方面进行归纳总结。入河排污口是陆域污染源从产生源头流入江河湖库等地表水体的主要途径,污染物排放强度加大,导致河道污染严重,因此对入河排污口进行有效监控,实施有效管理,完善水环境监控体系是保护地表水环境的重要环节。现已形成的入河排污口监测管理体系的时空覆盖范围、集成规模和总体服务功能距水资源保护制度对水质监测的高标准要求还有较大差距,必须进一步加快监测现代化步伐,建立高效、完善、系统的监测管理体系,对各流域入河排污口进行全面有效的综合管理。

Abstract: The research progress of management on sewage outlets of rivers at home and abroad is summarized in four aspects regulations and policies, model technology, monitoring indexes, and techniques management. Sewage outlet of rivers is a main way of land area pollution source inflow into surface water body. Pollutant emission is increasing and river pollution is getting worse. Therefore, effective supervision and management as well as water environment monitoring network are key steps to protect surface water environment. Compared with the high standards of water quality protecting and monitoring system, the spatial and temporal coverage and overall service functions integrated in today’s monitoring and management system for sewage outlets are insufficient. Monitoring must be further modernised, monitoring and management system should be efficient, and management on sewage outlets of each river basin should be comprehensive.
