遥感技术在江苏省水域面积监测中的应用

Application of Remote Sensing Technology to the Monitoring of Water Area in Jiangsu Province

摘要: 为准确掌握江苏省水域面积,结合江苏省水利普查数据、1∶10 000水系数据等相关参考资料,利用2012年江苏全省0.3 m空间分辨率航片,提取了2012年度江苏全省8大类别水域面积。分析与评价结果表明:2012年江苏水域面积为22 433.2 km2,包含湖泊(不含省管湖泊圈圩)6 271.0 km2、省管湖泊圈圩637.5 km2、河流5 042.9 km2、水库480.4 km2、塘坝39.8 km2、洪泽湖滞涝圩1 590.0 km2、里下河滞涝圩595.4 km2、鱼塘5 322.5 km2和沟渠2 453.8 km2。该成果精度较高、客观真实,节省了大量人力物力,为今后省级和地方政府水域岸线动态监管、定期开展全省水面变化监测和水利基本现代化进程考核提供了基础数据,为下一步研制全省水域面积管理行政执法协同监管系统提供了监测数据资源。

Abstract: To investigate the water area in Jiangsu province, we extracted eight categories of water area in Jiangsu province in 2012 by using aerial remote sensing images with spatial resolution of 0.3 meters according to water conservancy census data and 1∶10 000 stream data. The result shows that the total water area of Jiangsu Province in 2012 was 22 433.2 km2, including lake area 6 271.0 km2, fish pond area within the scope of provincial lakes 637.5 km2, river area 5 042.9 km2,reservoir area 480.4 km2,small reservoir area 39.8 km2,waterlogging area around Hongze Lake 1 590.0 km2, waterlogging area around Lixia river 595.4 km2, fish pond area 5 322.5 km2, and ditch area 2 453.8 km2. The results are of high precision, and provide support of basic data for dynamic supervision of provincial and local government waters, the monitoring of water surface change, and for the basic modernization index of water conservancy. Moreover, it also provides monitoring data for the provincial administrative enforcement and administrative law enforcement system.
