摘要

为了实时掌握山塘水库安全现状、有效监管山塘水库巡查人员到岗到位情况,利用移动终端、GPS及GIS等信息技术,探讨了山塘水库安全巡查动态监管模式,研发了山塘水库安全巡查动态监管系统。系统由移动巡查终端、监管系统、移动管理终端组成,具有巡查定位、信息上报、巡查监视、短信提醒、移动管理等功能。实际应用表明:安全巡查动态监管系统实现了对巡查工作的动态管理,是提高山塘水库安全管理水平,确保山塘水库和下游群众生命财产安全的有效措施。

Abstract

In order to control the present security status of hilly ponds in reservoir areas and effectively supervise whether safety inspectors of hilly ponds are in place or not, a dynamic supervision model of safety inspection for hilly ponds is discussed and a dynamic monitoring system for safety inspection is developed by using mobile terminal, GPS, GIS and other information technologies. The system is composed of the terminal of mobile patrol, supervision system, and the terminal of mobile management, which has functions such as positioning determination, information report, patrol monitoring, alerts of short message service(SMS), mobile management, etc. Actual application shows that the dynamic supervision system of safety inspection can realize the dynamic management of safety inspection, effectively improve safety management, and ensure the safety of hilly ponds and peoples life and property in the downstream areas.
