Water Allocation Model for Shandong Segment of the East Route ofSouth-to-North Water Transfer Project

Abstract: In the present paper, a generalized model of water allocation is established to research the water dispatch in Shandong segment of the east route of South-to-North Water Transfer. The requirements and principles of the model are proposed, and the functional modules of formulating water allocation plans are built. Through this model, in the light of available water supply in the source region and water demand in the receiving region, the yearly, monthly, and ten-day water allocation planning at the diversion entrances can be established, and the detailed planning for 10 days can be distributed to the real-time dispatching model. This model is connected upward with the daily business operation sub-system and downward with the real-time dispatching sub-system. It can also be used to revise the water allocation planning according to feedbacks from water consumers.
