长江中游下荆江调弦口治理方案探讨

Discussion on Regulation Scheme of Tiaoxiankou in LowerJingjiang River of Middle Reaches of Yangtze River

摘要: 调弦口1959年建闸控制后,闸前淤积严重,冬春季节,已无法从长江直接引水,其下游华容河的河道功能丧失,水环境恶化,已严重影响该地区的工农业生产和居民生活;调弦口所在的调关弯道过度弯曲,调关矶头十分突出,挑流作用强烈,泄洪不畅,对船舶航行也极为不利。针对调弦口及调关弯道存在的问题,提出了调关弯道裁弯与双闸控制和调关矶头削矶改造与单闸控制2类治理方案,这2类方案各有优缺点,基本上都能达到调弦口的治理目标。裁弯与双闸控制方案实施后,可根本上改变调关弯道河势条件恶劣、防洪形势严峻的局面,改善航运条件,但调关镇现有的码头等设施需要迁建,上下游河道将发生一定的冲淤变化;调关矶头削矶改造与单闸控制方案实施后,基本上可解决调关矶头突出、险情严重的问题,不改变现有总体河势,对上下游河道的河势没有影响,但调关弯道过度弯曲和泄洪不畅的局面没有改变,调关镇需要部分迁建。这2类方案可作为调弦口和华容河及调关弯道治理规划的基本方案。

Abstract: After Tiaoxiankou was controlled by the sluice built in 1959, the deposition in front of the sluice has become very serious. The Hua rong River has lost its river function, and the water environment become worse and worse, so they all have affected the industry and agriculture production and resident life in this region severely. In the meantime, the Tiaoguan bend where Tiao Xiankou is located is excessively curved, the river regime is not smooth, the head of protrusive rocks of the Tiaoguan is very outward, releasing flood discharge is not effective, so the flood control situation is very severely and there is not good for the navigation. According to the problems of Tiaoxiankou and Tiaoguan bend, this paper puts forward two kinds of regulation schemes of cutting Tiaoguan bend in conjunction with double sluices control and cutting the head of protrusive rock of the Tiaoguan in conjunction with single sluice control. The two kinds of schemes have their own advantages and disadvantages and can reach the regulation target basically. The scheme implementation of cutting Tiaoguan bend in conjunction with double sluices control can fundamentally change the river regime conditions and flood control situation of Tiaoguan bend, and improve the navigation condition. However, existing facilities will be rebuilt, and some changes will be caused by river erosion and deposition of its upstream and downstream. The scheme implementation of cutting head of protrusive rocks of the Tiaoguan and single sluice control can basically solve the problem of head of protrusive rocks and some dangerous situations. Meanwhile, this scheme will not change the existing river regime. However, the over bent river bed and poor flood situation can also exist, and some part of Tiaoguan town need to be rebuilt. The two schemes can act as the basic schemes of regulation plan of Tiaoxiankou, Huarong River and Tiaoguan bend.
